Am I eligible?

To join the program you must meet the following eligibility criteria:

  • Be between 16 and 21 years of age
  • Hold a current learner permit
  • Have no access to a vehicle, a supervising driver, or both.

How to apply

If you meet the criteria, please apply online through your myVicRoads account. 

  1. Login to your myVicRoads account or create an account.
  2. Go to ‘licences and learner permits’.
  3. Towards the bottom of the page, select 'Apply as a Learner in the TAC L2P Program’.
  4. Select ‘Indigo Shire Council’ from the list of programs.
  5. Fill in your details.
