Filming on Council land

If you plan to film on Council-managed land in Indigo Shire, you may need a filming permit. This applies to commercial filming, including television shows, feature films, documentaries, advertising and television commercials and music videos. 

Do I need a permit?

You’ll need a filming permit unless your activity qualifies as low impact filming (see definition below).

All applicants must provide:

Permits ensure compliance with the Victorian State Government’s Filming Approval Act 2014.

We aim to respond to all filming applications within five business days of receipt.

Apply for a filming permit

Low impact filming activities

If your filming activity is low impact, you do not need to complete the full application - but you still need formal permission from Council.

A filming activity is considered low impact if it meets all of the following:

  • Six people or fewer on-site (includes all crew and talent)
  • Use of only one camera, one tripod, and handheld sound equipment
  • No obstruction to public pathways, footpaths or roads
  • Public safety is maintained at all times

To request approval for low impact filming, you must:

  • Provide proof of current Public Liability Insurance
  • Give us a minimum of five business days' notice

Filming on private property

You do not need a Council permit or approval to film on private property. However, if your filming involves vehicle parking on adjacent streets or placing equipment on nearby public land, you may still require a Council permit or approval. 

Road closures or changes to traffic

If your filming requires road closures or changes to traffic on a VicRoads-managed arterial road, you will need to apply for a separate permit from VicRoads. Please note to submit your application to VicRoads at least 60 days before your filming dates
