Municipal Health and Wellbeing Plan 2025-2029
The Municipal Public Health and Wellbeing Plan sits alongside the Council Plan 2025-2029 and the 10-year Community Vision and sets out Indigo Shire’s strategic approach to improving health and wellbeing outcomes across our shire over the next four years and demonstrates Indigo Shires commitment to creating conditions where all residents can achieve optimal health and wellbeing.
What is the Municipal Public Health and Wellbeing Plan?
The Public Health and Wellbeing Act 2008 requires councils to produce a Municipal Public Health and Wellbeing Plan every four years. This plan is the primary mechanism for planning, coordinating, and delivering services and initiatives to improve local public health and wellbeing by councils and partner organisations. This requirement ensures health planning remains aligned with current community needs and the council’s strategic direction while maintaining continuity of public health initiatives.
This plan was developed through extensive community engagement, with input from over 280 community members through surveys, drop-in sessions, and online feedback during late 2024 and in consultation with local health service providers, community groups and state government agencies.
The Municipal Public Health and Wellbeing Plan was adopted by Council on 28 October 2025.

Our themes
The Municipal Public Health and Wellbeing Plan identifies six key health and wellbeing focus areas that align with the Victoria Public Health and Wellbeing Plan 2023-2027.
These themes were selected from input provided through community consultation, data analysis, and collaboration with health service providers, state government agencies and community organisation partners. The six key focus areas are:
- Preventing all forms of violence
- Improving wellbeing
- Increasing active living
- Tackling climate change and its impacts on health
- Health eating and food security
- Reducing harm from alcohol, drug, tobacco, and e-cigarette use
Each focus area has strategic objectives and actions that Council and its partners will deliver over the four-year term of the plan.
In addition to the six key focus areas, the Municipal Public Health and Wellbeing Plan has considered and embedded Indigo Shire’s commitment to addressing the following health equity factors and how each of these contribute to and influence the health and wellbeing of our communities.
- Social Determinates of Health
- Cultural Understanding
- Life Stages Perspectives
- Access and Inclusion; and
- Gender Equality
By addressing these factors Indigo Shire is working towards a future where all residents can achieve their full health potential regardless of their background, identity, or circumstances.
