The Council Plan 2025-2029 is our roadmap for building a stronger, more sustainable future for Indigo Shire.

This four-year strategic plan outlines how Council will work with the community to deliver on shared priorities and aspirations across our diverse townships.

What is the Council Plan?

The Council Plan is a legal requirement under the Local Government Act 2020 that guides Council's strategic direction, resource allocation, and service delivery over four years. It translates our Community Vision into actionable steps, providing the 'how' and 'when' to achieve the community's aspirations.

This plan was developed through extensive community engagement, with input from over 280 community members through surveys, drop-in sessions, and online feedback during late 2024.

The Council Plan was adopted by Council on 23 June, 2025.

Our four key themes

The Council Plan is structured around four interconnected themes that reflect what matters most to our community:

  1. Places and Communities  - Creating strong, inclusive communities with quality infrastructure, facilities and programs that respect each township's unique character while fostering meaningful connections.

  2. Economic Resilience and Opportunity - Building a diverse, sustainable economy that provides opportunities for all life stages while showcasing our strengths in heritage, arts, culture, food and wine, and natural landscapes.

  3. Environment and Heritage - Protecting our unique environment and cultural assets through strategic planning, climate action leadership, and balanced growth that preserves our character for future generations.

  4. Governance and Financial Sustainability - Delivering efficient, transparent and responsible governance through evidence-based decision making, community collaboration, and sustainable financial planning.

Integrated priorities

Several priorities run across all themes, reflecting our fundamental commitments:

  • Climate Action Leadership - embedding climate considerations in all decision-making
  • Inclusion and Equity - ensuring everyone can participate fully in community life
  • Health and Wellbeing - supporting community prosperity through healthy, connected communities
  • Heritage Preservation and Activation - protecting and celebrating our unique heritage assets

From Vision to action

The Council Plan builds on our refreshed Community Vision.

While the Community Vision sets our destination, the Council Plan maps out the journey to get there through specific objectives, strategies and actions we'll deliver over the next four years.

We're committed to transparent reporting on our progress through:

  • Quarterly progress reports presented at Council meetings
  • Annual comprehensive reviews and reporting
  • Community updates through our website and communications
