Governance Rules Review 2022

The Governance Rules primarily determine how Council Meetings are organised and run, as well as other governance considerations.

The Governance Rules have been in operation for over a year, and while they have served their purpose well, some inconsistencies have been identified as new components of the Local Government Act 2020 have been implemented and clarified. These include:

  • Conflicts of Interest requirements and procedures. Local Government Victoria did not finalise its guidelines on managing conflicts of interest until 2021, which provided further insight into how to appropriately manage conflicts of interest.
  • Election of the Mayor - a review of the process during the Mayoral election of 2021 revealed it to be inconsistent with the legislation, in allowing the drawing of lots in the case of a tie.
  • Bringing some meeting procedures up to date with customary practice.
  • Allowing for Council Meetings to be held electronically to be addressed within the Governance Rules.
