According to Local Law No. 1 - Streets and Roads, Clause 33, businesses are required to hold a permit to exhibit an A-frame on the sidewalk.

These permits are issued by the Indigo Shire Council, which regularly conducts inspections to see that businesses have a current permit to exhibit a sign, and that the sign is in accordance with the Indigo Shire standards. 

Indigo Shire also requires that the permit holder has Public Liability Insurance that indemnifies Council against any liability.
