Working within the road reserve

Under the Road Management Act 2004, Consent from the Responsible Road Authority is required for any works conducted within the Road Reserve, including on the road, shoulder, driveways or nature strip.

For Council Roads, complete the following form (previously titled “Road Opening Permit”) and submit it to any of the Council offices, along with the appropriate fee.

In March 2013, Indigo Shire Council adopted the Infrastructure Design Manual for infrastructure standards. The full manual is available online at:

For driveway works, the following plans show the relevant construction standards

Fees are updated annually on the 1 of July and are common across the state. The current fees (available on the VicRoads Website) are:
