State Planning Policies
All planning schemes in Victoria include the State Planning Policy Framework (SPPF) which has been developed by the State Government. Councils must take these policies into account and give effect to them when making planning decisions. State planning policies aim to provide for the fair, orderly, economic and sustainable use and development of land.
The State Planning Policy Framework is contained within the Indigo Planning Scheme.
Local Planning Policies
The Local Planning Policy Framework (LPPF) consists of a Municipal Strategic Statement (MSS) and Local Planning Policies.
The MSS establishes the strategic framework for the municipality and together with the State Planning Policy Framework provides the strategic basis of the application of zones, overlays and particular provisions in the scheme.
Local Planning Policies enable Council to state what it will do in specified circumstances or its intentions for an area. It can help applicants and the community to understand how a proposal will be considered and what will influence decision making.
The LPPF is contained within the Indigo Planning Scheme
