Draft Barnawartha Structure Plan

The Barnawartha Structure Plan has been prepared to investigate land use, growth and development of Barnawartha and considers opportunities for the future of the town. Following community consultation and discussions last year, the draft Plan has now been completed.

The Structure Plan is an opportunity to plan for the future of Barnawartha and prepare for anticipated growth demands, identify and recommend changes within the town, resolve identified land use and planning issues, ensure the sustainability of the town and enhance the quality of life for current and future generations. The Plan will set out a clear framework for the future of Barnawartha, and ensure that the growth of the town is responsive to projected demands and community aspirations.

The draft plan makes specific recommendations for works and changes that will enhance the town, rezoning of land and streetscape improvements. Some of the key recommendations are:

  • Rezone additional General Residential Zone land to the north east of the township for medium term growth.
  • Rezone additional Rural Living Zone land to the west of the township for long term growth.
  • Consolidate the Commercial 1 Zone to land fronting High Street between Canning Street and Havelock Street, to clearly identify this as the preferred location for new commercial uses.
  • Encourage opportunities for medium density development on vacant infill residential land within the existing zoned areas and in close proximity to the town centre.
  • Investigate land south of the Hume Highway and north of Plemings Road to establish a Special Use Zone which could accommodate small transport and light industries with associated dwellings.
  • Implement new broad urban design guidelines for the Barnawartha Town Centre
  • Investigate reconfigured layout of High Street to accommodate additional parking, street tree plantings and traffic calming
  • Streetscape and entry feature works to Havelock Street from the Hume Freeway, including road pavement upgrades, new shared path, rail crossing grade improvements, avenue tree plantings, entry signage and possible ‘landmark’ feature (i.e. tree or public art) at the roundabout.
  • Streetscape works to High Street between Havelock Street and Canning, incorporate line-marking, formalised angle parking and new shade street trees.
  • Ongoing enhancement and improvement works along Indigo Creek, including extension of pedestrian and cycleways, installation of seating and interpretative signage.
